- Anyone can open a surrogacy business, on-line or off. No previous
experience or licensing as a surrogacy center is required. So check out
carefully any practitioner you are thinking of working with before
signing up and ask for references. Ask also about his/her
background. Case in point: In 1992, the Illinois Department of
Professional Regulation revoked the medical license of an Urbana,
Illinois psychiatrist, Thomas Radecki, for "engaging in immoral conduct
of an unprofessional nature with a patient." The IDPR later rejected Dr.
Radecki's request for early reinstatement of his license following
complaints about his "Surrogate Parenting Institute," a rented mail box
drop in Indianapolis, IN.. Radecki's extensive ads in college papers for
young girls as egg donors and surrogates had been the focus of a CBS
News investigation in 1995. In an interview shown nationally, Radecki
stated that he was closing the postal box and getting out of the
surrogacy business. However, OPTS members and others found him back in
the surrogacy business recently with a big on-line website catering
primarily to international clients. This was reported to the I.D.P.R.
for their review.A spokesman there said that pending a new psychiatric
evaluation, his trial for reinstatement of his license may start in late
September. Those hearings will be in Chicago and open to the public.
